עלייה משמעותית בעוינות ממלחמת 'חרבות ברזל'. במוקד: מחאות, הסתה ותקריות. עלייה במוטיבציה של גורמי טרור לפגוע בישראלים או ביהודים השוהים במדינה. רמת איום משולבת (2/4): הימנעו מכל ביקור או שהייה בחבל קשמיר (מלבד לדאק)לאור איום טרור מוחשי וקונקרטי (רמה 4). בשאר שטחי המדינה מומלץ לנקוט באמצעי זהירות מוגברים (רמה 2).
