A cheap winter trip abroad is not only about the hotel price.
For Israelis it is also about what the National Security Council (NSC) travel warning says, and what you need to get in at all.
We chose four destinations where the NSC warning currently stands at level 2, "occasional threat": take heightened precautions. Not a level at which the NSC advises against travel.
For each destination there are two real hotels from the SherryStay system, with the price we checked.
The short answer: Georgia (Tbilisi and Batumi), northern Morocco (Fes), Thailand's islands (Koh Samui) and Medellín in Colombia. In all four we found 3-star hotels between ₪67 and ₪87 a night for two.
Prices were checked on 19 October 2026 for the dates shown next to each hotel, for a room for two adults. Prices change, and the final price is always shown before payment.
Two even cheaper destinations were left out on purpose: Baku, where the NSC advises avoiding non-essential travel (level 3), and Bali, where the warning is level 3 to 4 and a visa for Israelis is available only through a sponsor.
1. Georgia: Tbilisi and Batumi
Georgia is one of the easiest destinations for Israelis to enter.
According to Georgia's Ministry of Foreign Affairs, Israeli citizens may enter without a visa for one full year (israel.mfa.gov.ge).
The NSC warning for Georgia is level 2: take heightened precautions, against a background of rising hostility toward Israelis since the war.
Before you fly
Entering Georgia through Russia, Abkhazia or South Ossetia is an offence under local law.
Israel's Foreign Ministry advises checking in advance that the medicines you carry are allowed in Georgia, and carrying a doctor's prescription in English for each one.
Best for: A quieter base, if you do not mind riding into the centre
A 3-star hotel at Kirim Street 4.
It is further from the centre: about 2 km to the nightlife area and about 2.3 km to the main landmarks.
There is air-conditioning and heating, a 24-hour reception, a security guard, a washing machine and express check-in. Check-in from 14:00, check-out by 12:00.
Thailand's warning is split too, and the difference matters.
Level 4 (avoid travel) applies to the south of the country, not including the islands. The rest of Thailand, including the islands, is level 2.
Koh Samui is an island, so it is at level 2.
Israelis are exempt from a visa for stays of up to 60 days, and must complete a free electronic arrival form up to 72 hours before the flight (tdac.immigration.go.th).
Colombia is the newest entry on the list when it comes to entry rules.
Since September 2026 there is a reciprocal tourist visa exemption between Israel and Colombia: up to 90 days in any 12-month period, for ordinary passport holders (cancilleria.gov.co).
The NSC warning for Colombia is level 2: take heightened precautions.
A cheap winter trip does not have to be a compromise on safety.
In these four destinations we found 3-star hotels for under ₪90 a night for two, in areas where the NSC warning is level 2.

Quick answers to what travelers actually ask
What does level 2 mean in Israel's NSC travel warning?
Level 2 is "occasional threat": the NSC advises taking heightened precautions. It is not a level at which the NSC advises against travel. Level 3 advises avoiding non-essential travel, and level 4 advises not to go.
Do Israelis need a visa for Georgia?
No. According to Georgia's Ministry of Foreign Affairs, Israeli citizens may enter Georgia without a visa for one full year.
Is Koh Samui in the level-4 area?
No. Thailand's level 4 applies to the south of the country, not including the islands. Koh Samui is an island and is at level 2, like the rest of Thailand.
Why are Baku and Bali not on the list if they are cheaper?
In Azerbaijan the NSC advises avoiding non-essential travel (level 3). In Indonesia the warning is level 3 to 4, and a visa for Israelis is issued only through an authorised sponsor. We chose level-2 destinations only.
Are the prices in this article guaranteed?
